Former Pittsburgh wideout Sanders will join the Broncos on a three-year deal, pending a medical, not long after Decker agreed to join the New York Jets.
He is the second receiver Denver have added to their active roster since the end of last season after re-signing Andre Caldwell just before the start of free agency.
Sanders set career highs in receptions (67), receiving yards (740) and touchdowns (six) in 2013 when he played in all 16 Steelers games.
He also brings the Broncos skills in the return game and has been utilised by the Steelers on kick-off and punt returns in the past. Denver's leading returner last season - Trindon Holliday - is currently a free agent.
They have also boosted their defensive options with three players in the last week, signing defensive backs TJ Ward and Aqib Talib and defensive end DeMarcus Ware.
