Fighting on the undercard of Manny Pacquiao-Juan Manuel Marquez IV in Las Vegas, Hyland went into the bout undefeated in 27 fights, a record for most consecutive wins ever by an Irish boxer.
But both fighters, who had shared a heated staredown at the weigh-in, were tentative in the early stages.
Fortuna then dominated, causing Hyland to suffer a cut over his eye in the ninth.
While the Dominican twice went to the canvas - in the ninth and tenth rounds - both were not ruled knockdowns.
He then kept the Irish fighter at bay in the latter stages to win on an unanimous decision (118-110, 116-112, 115-113) and take his unbeaten record to 21 fights.
Elsewhere, unbeaten Yuriorkis Gamboa survived a scare as he earned a unanimous decision over Michael Farenas in their WBA super featherweight interim title fight.
The Cuban star, who had last fought in September 2011, showed little ring rustiness as he dominated proceedings, sending Farenas to the canvas in the second round with a swift four-punch combo.
Farenas was also floored in the seventh round following a quick combination of shots to his head but then stunned his opponent with a huge counter left in the ninth round.
Gamboa got up to see out the fight and win by scores of 118-108, 117-109 and 117-108 and remain unbeaten after 22 bouts.
