Promoter Frank Warren is hoping to secure heavy-handed Russian Sergey Kovalev as Cleverly's foe in a fight that would see one unbeaten record fall.
However, the IBF have recently made Kovalev their mandatory challenger for champion Bernard Hopkins, leaving the Florida-based fighter with options.
Cleverly's career has stalled somewhat with routine defences against Tommy Karpency, Shawn Hawk and Robin Krasniqi in the last 18 months.
"I want Kovalev because he's very dangerous, he can bang and the Americans are very excited by him," he said.
"I want challenges in my career and Kovalev will give me that. I'd be excited to go in against a huge puncher and test my chin and heart.
"But we'll see if he fancies his chances or not."
His next outing will nevertheless see the 26-year-old defend his title for a sixth time.
