A date and a venue are yet to be confirmed but the bout will take place in Britain after terms were agreed between Matchroom Sport and Golden Boy Promotions.
Quigg - who has won 26 of his 27 professional outings, the other ending in a technical draw against Rendall Munroe due to a cut, was in action at the end of June, stopping Brazilian William Prado inside three rounds at Bolton Arena.
The Bury boxer is now looking forward to going up against the unbeaten Salinas, a Cuban-born fighter nicknamed 'El Nino' who is now based in Miami.
"It's great news that this fight has been made and will be in England," Quigg said.
"I was thrilled to get back into the ring in Bolton. It had been a frustrating wait but now I've got the ring rust off and we've this World title shot, it's all been worth it.
"I'll be working hard over the summer to get ready for the clash, Salinas is a classy operator but I will be 100 per cent ready to take that title."
Promoter Eddie Hearn - who only recently added Quigg to his stable of fighters - is delighted to have clinched a world title shot for the 24-year-old.
"I'm over the moon that we have been able to get this done, Scott is ready to go win this world title," he said.
"Salinas is a quality fighter but we have every confidence that Scott will get the job done on a special night for British boxing."
