Sturm, who has only fought once outside of Germany in 44 fights and will again enjoy home advantage, will face an English boxer as challenger for the first time.
The former 32-year-old fought English fighters back-to-back two years ago, claiming a controversial split decision over Matthew Macklin in June and then six months later ground out a draw against Martin Murray to escape with his WBA crown.
Daniel Geale dethroned Sturm to claim the IBF belt last September, defended it against fellow Australian Anthony Mundine four months later before losing it to Barker in Atlantic City in August.
Sturm is now looking forwarding to tackling an Englishman as underdog for the first time.
"Germany-England that's the best fight that you can ever have," Sturm told Sky Sports News.
"Darren now is the champion. I've fought two guys from England, but they were always challengers.
"Darren right now is the champion and that's a new situation for me and a new situation for Darren."
