The 51-year-old is reportedly part of a four-man shortlist to succeed Andy Flower as national head coach, along with Mick Newell, Trevor Bayliss and Ashley Giles, who has been running the side on an interim basis.
Moores has refused to comment on his link to the role he departed in 2009 after a high-profile clash with Kevin Pietersen, who has since been axed from the England team.
"It's not the first time and it won't be the last," said Watkinson on the speculation linking Moores with a return to the England set-up.
"It's a way of the world that if you have gone out there and recruited someone who you think is one of the best coaches available - which we have - then it is only natural that he will be linked to other positions when they come up."
Moores is considered one of the strongest candidates for the post, particularly in light of Giles' part in England's humiliating World Twenty20 campaign which ended in a 45-run defeat to Holland.
