Woakes, 24, came through the Warwickshire development programme and Academy.
He broke into the first team in 2006 and established himself as one of county cricket's most reliable and prolific wicket-takers.
He made his Test match debut last summer in England's Fifth Test of the Ashes Series against Australia at The Oval and he has also earned 13 ODI and four T20 caps.
Woakes told the club website: "I've now been with Warwickshire for 13 years and am a proud Bear, so the opportunity to extend my contract was something that I was very keen to do.
"We've got a great set-up at Edgbaston, with fantastic supporters, facilities, coaching team and an incredibly strong Warwickshire squad that can compete for silverware in all competitions.
"We're all working hard in pre-season training and are looking forward to the challenges of 2014."
Dougie Brown, Warwickshire's Director of Cricket, said: "Chris has proved himself as an outstanding cricketer who can change the outcome of a match with bat and ball.
His performance against Derbyshire in the LV= County Championship last season "as a great example of this, where his unbeaten 152 set-up a great position to force a win.
"Whilst he is an experienced member of the squad who has represented England in all formats of the game, he's still only 24 and we expect his best days to be ahead of him. We're delighted that those years will be spent here at Edgbaston."
