Barnes will replace Martin Bicknell who will become the Oval club's chief scout.
Barnes, 42, had spent 15 years as a coach at Bristol, and will link up at the Oval with Jon Lewis, the former Gloucestershire captain who is now Surrey's opening bowler.
Surrey Team director Chris Adams said: "Stuart is a fantastic appointment for the club and is regarded as one of the finest bowling coaches in the country.
"He will be a very positive addition to both the coaching team and the dressing room."
Barnes added: "I've thoroughly enjoyed working as fast bowling coach for Gloucestershire in the last few years.
"I have really enjoyed coming into work every day and finding ways to make a positive difference to the coaching team and the playing staff.
"The amount of fast bowling talent at Surrey has been a massive attraction for me.
"Looking at the variety of talent I'm going to have available to me, we've got all our bases covered and I am looking forward to having a positive effect on every single one of them."
Surrey have a fearsome array of fast bowling talent at their disposal - as well as Lewis, they have England men Chris Tremlett, Stuart Meaker and Jade Dernbach plus the highly-rated Tim Linley and Chris Jordan.
