The left-arm seamer was told to expect limited first-team chances in 2014 and has decided to call time on a 14-year career.
The 35-year-old spent three seasons at New Road following earlier spells with Nottinghamshire, Yorkshire and Northamptonshire.
He took 264 wickets in 95 first-class games and 127 in one-day cricket.
Lucas said: "I'd like to thank everybody at Worcestershire for the last few years and their understanding in reaching this decision, and I would like to wish them well for the future.
"I'm very much looking forward to continuing my business along with progressing my coaching opportunities and spending more time with my wife and family."
Worcestershire's director of cricket Steve Rhodes said: "Everybody would like to wish Dave and his family all the best in his life outside of cricket and he will always be welcome at New Road in the future."
