Maxwell, 25, had a successful spell with Hampshire in 2012, playing for them until the quarter-finals, though the team went on to win the competition.
He played for Surrey last year, but Hampshire director of cricket Giles White confirmed he wants Maxwell back at the Ageas Bowl this summer.
"We've spoken to Glenn and also Pat Howard at Cricket Australia and it looks like we're going down that route," he told BBC Radio Solent.
"It's not signed and sealed just yet but we're hopeful."
Hampshire have already signed South African star Kyle Abbott as their main overseas player for the 2014 season, though Maxwell could also feature in the Championship if the fast bowler is not available.
Maxwell, a powerful batsman and useful off-spinner, has appeared in two Tests, 24 one-day internationals and 15 T20 internationals.
White added: "We're keen to have him back as he was a good player for us two years ago when he came on board as a relative unknown.
"He's now one of the most dynamic players in Twenty20 cricket and fits the bill as an all-rounder. He bowls good off-spin, he's an excellent fielder and we all know what he can do with the bat.
"We're excited if it comes off but you're never sure with overseas players until it's signed and sealed, but it's looking good at this stage."
