In what will be England's final warm-up game before the Ashes series begins on November 21, Cowan - who played briefly in the summer Ashes series - is likely to open the batting with Australia's rising Twenty20 star Aaron Finch.
Batsman Voges is well known to England having spent several years in county cricket with Hampshire, Nottinghamshire and Middlesex.
Another batsman, Callum Ferguson, who played with Australia A in Hobart, is also included to give him another chance to push for the Test team. His inclusion means another Test hopeful, Phil Hughes, drops out of the squad and will play instead in the Sheffield Shield for South Australia against Western Australia.
Usman Khawaja, also announced previously in the Invitational XI, will now play for Queensland to strengthen the Bulls line-up following several injuries to that squad.
CA Executive General Manager of Team Performance Pat Howard said: "This match will provide a number of talented players from across the country with good international experience.
"In selecting the final XI, we have tried to be flexible given the needs of particular states and individual players following the latest round of first-class matches across the country.
"We recognise the injury situation in Queensland, so it is appropriate to release Usman Khawaja from this tour match to support his state.
"We have also taken the view that due to the rain-affected match in Hobart, Callum Ferguson didn't get the depth of international exposure we hoped to give him through his Australia A selection. Through consultation with the SACA, we felt it made sense to select him in the next tour match against England.
"In light of Callum's selection, Phil Hughes, who has played a lot of international cricket in recent months will remain with South Australia for its next Shield match."
