The Windies lost both their Tests to India by an innings, with neither match extending beyond three days.
But the selectors will give the same squad another chance for their tour of New Zealand.
Darren Sammy retains the captaincy despite his own miserable form and wicketkeeper-batsman Chadwick Walton, who did not play in either Kolkata or Mumbai, also travels.
Marlon Samuels and Shane Shillingford are also included despite both men being reported for suspected illegal actions during the second Test with India.
The umpires' reports have cited concerns over the two bowlers' actions, with particular references to Samuels' "quicker deliveries" and Shillingford's "doosras".
Samuels' and Shillingford's actions will now be analysed independently and if they are found to have bowled with an illegal action during the independent analysis then they will be suspended from bowling in international cricket.
The first Test takes place in Dunedin on 3 December, and is followed by matches in Wellington and Hamilton, before the two teams play five ODIs and two Twenty20 matches.
West Indies squad: Darren Sammy (captain), Denesh Ramdin (vice-captain), Tino Best, Darren Bravo, Shivnarine Chanderpaul, Sheldon Cottrell, Narsingh Deonarine, Kirk Edwards, Shannon Gabriel, Chris Gayle, Veersammy Permaul, Kieron Powell, Marlon Samuels, Shane Shillingford, Chadwick Walton.
