The Sussex paceman has impressed in the opening two one-day internationals despite England losing both, and he has now earned a place in the squad for the shorter format following Finn's early departure.
Finn was sent home to work on technical difficulties with his bowling action, and the England and Wales Cricket Board have confirmed that his place will go to Jordan.
Finn did not play a competitive match against Australia in almost three months on tour, with limited overs coach Ashley Giles admitting his problems had rendered him "unselectable".
Unlikely to feature
The Middlesex seamer now appears unlikely to feature for England in the World Twenty20, which starts on March 16, although he has been named in the provisional 30-man squad.
Jordan was also included in that list, despite being uncapped in the shortest format, but will now get his chance to press his claims.
The 25-year-old had been due to join up with the England Lions in Sri Lanka, with Liam Plunkett now called up to replace him in that squad.
