Giles, who is currently in charge of the ODI and T20 teams, is favourite to succeed Andy Flower as Test coach despite losing both the limited-overs' series in Australia.
His one-day team lost 4-1 - albeit claiming England's only success in 13 matches in Australia - before the T20 side were routed 3-0 to complete a miserable three months for England.
But Panesar believes the former Warwickshire and England spinner is the right man to rebuild England's shattered teams.
"Ashley Giles seems to be the favourite because he's been in that post for one year," he said.
"He's been a bit frustrated because he hasn't had his best team, so you can't judge him on these results, but for the past year he's been part of the set-up and everyone looks up to him.
"He has high integrity as a coach and everyone works well with him so I think he will start favourite."
