Bell, who last represented England at T20 level more than three years ago, will arrive in Barbados next week to act as cover for injured batsmen Eoin Morgan and Alex Hales.
The Warwickshire player was rested for the current one-day series in the Caribbean but will now join-up with England after Morgan and Hales both missed Friday's first ODI against West Indies with knee and thigh concerns respectively.
Limited-overs coach Ashley Giles said: "We are going to call-up a replacement to come to Barbados and that is Ian Bell.
"He is a world class player, a world class fielder and a world class bloke, so we look forward to meeting up with him in Barbados.
"He wasn't in the original 30 but with those two different sorts of players and the cover we need, and the conditions we are going to face in Bangladesh, Belly has the ability to play all those different roles."
England play three T20s against the Windies in Bridgetown, starting on March 9, before heading to Bangladesh for the World T20 tournament where they will open their campaign against New Zealand on March 22.
