The 29-year-old seamer went under the knife in May after suffering the injury two months earlier, and he was declared fit to return to the squad for the one-day international series against Sri Lanka.
Gul took seven wickets in three matches, but he was left out of the ongoing opening Test and will now return home to build up his fitness.
A statement issued by the Pakistan Cricket Board read: "Gul, who had been retained with the Test squad, has been released by Pakistan team management after consulting the team physio, Dale Naylor, who treated Gul for one week and then recommended further training in Lahore.
"Gul is returning to Pakistan and has been advised to participate in domestic cricket to regain Test match fitness."
Fellow pace bowler Mohammad Irfan has remained with the Pakistan squad in Doha as he continues his recovery from a fractured hip.
Irfan has been sidelined since suffering the injury against South Africa in November, and Pakistan hope he will be passed fit for the second Test against Sri Lanka.
