The big hitting all-rounder has not played international 20-over cricket since featuring in the last Twenty20 World Cup in Sri Lanka two years ago.
The 32-year-old joins younger brother Morne in the Proteas squad, while young left-arm seamer Beuran Hendricks has been handed his first call-up.
Hendricks set a new domestic Twenty20 record for the Cape Cobras earlier this month, taking 28 wickets in only 11 appearances with a good economy rate of just over seven runs per over.
His exploits in South Africa also earned him a contract with King's XI Punjab in the forthcoming Indian Premier League.
Chairman of selectors Andrew Hudson said: "Beuran's claims could not be ignored and the experience that Albie will bring on board is important for a high profile tournament of this nature.
"The bulk of these players (11 out of 15) were part of our squad that won their Twenty20 series in Sri Lanka last year under similar conditions (to Bangladesh)."
Faf du Plessis will skipper the side in Bangladesh following the three-match warm-up series against Australia, starting on March 9.
Squad: Faf du Plessis (Capt), Hashim Amla, Farhaan Behardien, Quinton de Kock, AB de Villiers, JP Duminy, Beuran Hendricks, Imran Tahir, David Miller, Albie Morkel, Morne Morkel, Wayne Parnell, Aaron Phangiso, Dale Steyn, Lonwabo Tsotsobe.
