The 52-year-old Dane will join from Tinkoff-Saxo, where his current contract is not being renewed, and will replace Marcus Ljungqvist, who is leaving Team Sky after four years.
"I'm excited to get started in January," Frost, who won gold in the points race at the 1988 Olympics in Seoul, told teamsky.com.
"Joining the team will be a new experience. I know a few of the riders and staff, plus, of course, I have seen everyone first-hand at the races and understand their skills. There is plenty for me to learn here but I am excited to get the season under way."
Ljungqvist is leaving Team Sky in order to spend more time with his family in Sweden.
Team Sky performance manager Rod Ellingworth said: "Marcus has done a great job during his time with Team Sky. We all enjoyed some great moments together and I hope that he can take a lot of what he has learned here into whatever he does next.
"We are excited to have Dan Frost join the team heading into 2014. He was a phenomenal track rider back in his day and that means he is also close to the methodology from British Cycling. We are all keen to get started."
