The 24-year-old member of Britain's 2012 Olympic team pursuit gold medal-winning squad crashed during the final lap of the race, which was won by fellow gold medallist Laura Trott.
Carshalton-born Rowsell will also visit a specialist to discover how long she will be sidelined.
She confirmed on her website: "I went over the handle bars and landed heavily on my head and my left shoulder.
"I was taken to St Thomas' Hospital, where I had X-rays and they confirmed I had broken my left clavicle and would require surgery.
"I have an appointment with a specialist in Manchester and I'm due to have the operation on Thursday to put a plate in my collarbone.
"It is too early to say when I will be back on the bike, so we will re-assess after Thursday."
Roswell will be hoping she is fit for the indoor track season this winter, and with a particular target of competing in the World Cup in Manchester in early November.
