The St Helens star followed up his March victory in Reading with a 6-3 triumph over the world number one after a stunning performance.
He averaged an impressive 111.80 in the final and took out 161 for a brilliant 12-darter in the fifth leg.
Despite Taylor's 105 average, the Potteries ace was unable to claw his way back from 5-1 down and it was left to his opponent to check out on double eight for a 14-darter and seal a shock success.
"It's nice to beat Phil," said Chisnall. "I've had a couple of good wins over him but he beat me 6-0 in the Championship League semi-finals the last time we played, so it's nice to get revenge!"
Chisnall also defeated Denis Ovens, Dean Winstanley, Paul Nicholson, Kim Huybrechts and Michael van Gerwen on his way to the final, seeing off the in-form Dutchman 6-3 in the semis.
"I'm delighted and I played decent darts all day. I was dreading playing Michael in the semi-finals because he's been the man (in form) on the circuit recently and I played well against him.
"I've played well all year and it's been an exciting year, and I'm pleased with how I've played. I'm enjoying my darts and hopefully I can take it on into tomorrow now and do the double."
