The announcement appears to turn Wednesday afternoon into an audition for the 24-year-old as the triple-World Champions seek a replacement for Webber who will leave the sport at the end of the season.
Team Principal Christian Horner confirmed the three candidates for second Red Bull seat are Ricciardo, Jean-Eric Vergne and Kimi Raikkonen, but this move would suggest the Australian is in pole position to partner Vettel.
Felix da Costa will drive the RB9 on the opening two mornings at Silverstone before handing over to Ricciardo and Webber on Wednesday and Thursday respectively.
Sainz will then take over driving on the final morning of the test before Vettel gets his chance to sample the new Pirelli tyres in the afternoon.
Ricciardo and Sainz will also test for Toro Rosso alongside Vergne, Johnny Cecotto and GP3 racer Daniil Kvyat.
"I can't still believe what I have ahead of me this week," a delighted Sainz said on Twitter. "Two different F1 teams in 24 hours. A great opportunity that I'll try to maximise!"
