Both drivers were penalised for failing to slow sufficiently for yellow flags during the race and as Pic committed the offence first, he will have his penalty applied first in Japan.
The incidents were the drivers second indiscretions of the weekend with the Caterham driver also reprimanded for missing his summons to the weighbridge during Friday practice, whilst Bianchi found himself in front of the stewards on Saturday after holding up Paul Di Resta during qualifying.
To add to the woes of their respective teams Max Chilton and Giedo van der Garde also picked up their first reprimands of the season for speeding behind the safety car.
Adrian Sutil escaped penalty for his contact with Mark Webber after the stewards decided "the driver of car 15 did not brake later than the drivers around him. His brakes locked causing him to lose control."
Contact between Sergio Perez and Felipe Massa was also investigated, but neither driver was sanctioned "as no driver was determined to be wholly or predominantly to blame the Stewards decide that no further action should be taken."
