The British driver has enjoyed success in F3 in recent years winning the prestigious Macau GP in November after a straight fight with Antonio Felix da Costa, as well as taking three victories and 14 podiums in the 2013 FIA Formula 3 European Championship on his way to third in the Drivers' Championship.
Carlin have previously helped guide the careers of Sebastian Vettel, Daniel Ricciardo, Jean-Eric Vergne and Daniil Kvyat as they progressed through the Red Bull Junior programme and Lynn will hope to follow in their footsteps and reach the pinnacle of motorsport.
"I am extremely proud to be joining the Red Bull Junior Team and to be also joining Carlin for the GP3 Series, it's a big opportunity that I'm ready to make the most of," Lynn said.
"I have spent years going wheel to wheel with the Red Bull Carlin cars, so now it will be cool to be racing one myself."
Having finished fourth in the 2013 GP3 Team's Championship, Team Principal Trevor Carlin is hopeful of a successful season next year and feels Lynn can challenge for the title in his maiden campaign.
"We have come close to working with Alex before and we have always admired the way he handles himself both on and off the track," he said.
"We are very proud that the Red Bull Junior Team have entrusted us with Alex's first season in the programme and we are already laying preparations for a very strong push for the season ahead. Alex is a very quick driver with exactly the right attitude to be a challenger for the GP3 title from the very start."
