The Stoke captain has just one England cap to his name, which he earned in November's 4-2 friendly defeat in Sweden, but his manager insists he can earn many more.
"First and foremost, and he will tell you the same, his priority is to be a success here and do well," said Hughes.
"But I have had conversations with him and the England situation is one he feels he can be a part of again.
"If he has a good season with us, and it is World Cup year, who knows? He is certainly capable of playing international level.
"He is enjoying having more responsibility in possession. And having more possession gives you a rest so that when he has to defend he can be more dynamic."
City continued their pre-season with a 0-0 draw against Genoa and Hughes told The Sentinel: "I was pleased with what we produced.
"Certainly in the first half we had a real measure of the game and looked good in possession.
"There were a number of situations where we could quicken the pace and look threatening. The only thing missing was the goals.
"There were good periods where we were patient in our build-up, then quickened it up to try to move the opposition around and dictate ourselves on them."
