The Turkish side have joined Celta Vigo in the chase for the Brazil international, who appears likely to leave Old Trafford.
Kleberson, who played in United's friendly defeat to Kashima Antlers on Thursday, has struggled to establish himself during two years with The Red Devils.
United have already rejected bids from Celta and Besiktas but manager Sir Alex Ferguson is willing to listen to further offers for the 26-year-old.
Neither club have met United's valuation but reports in Turkey claim Besiktas have now increased their offer to é¼3 million (£2 million).
This is still significantly lower than the £6 million that United paid to Atletico Paranaense to bring Kleberson to The Premiership in 2003.
Whether The Red Devils would be willing to accept such a loss is unclear and the club will hope the battle between Besiktas and Celta will ultimately lead to a bigger fee.
As Besiktas await a response from Old Trafford, they have lined up Iranian midfielder Javad Nekounam as their alternative to Kleberson.
