He slipped into the free agent pool in June, but has wasted little time in finding a new club.
Santana has penned a three-year contract with Walter Mazzarri's ambitious side.
He becomes Napoli's third signing in the space of a week, with the club working hard to piece together a squad they hope will compete for the Serie A title this season.
Swiss midfielder Gokhan Inler and Uruguayan full-back Miguel Angel Britos have already completed moves to Naples.
