Roy Hodgson admits Ishmael Miller looks likely to go to Nottingham Forest having failed to pin down regular football at West Brom.
The 24-year-old is expected to undergo a medical with the Championship club and meet with Forest boss Steve McClaren on Monday to discuss a permanent move.
Leicester were also thought to be interested but manager Hodgson believes the City Ground is Miller's most likely destination.
"Ishmael looks like he will go to Nottingham Forest," said Hodgson after the 1-1 friendly draw with Parma on Sunday.
"I think he is at the age where he needs to be a number one player, not a guy who hangs around and gets 20 minutes every now and then."
Miller went on loan to QPR in January but manager Neil Warnock has not confirmed any interest in the former Manchester City powerhouse.
He scored once in 14 appearances for Rangers and netted nine goals in West Brom's successful 2007-08 second-tier title campaign.
But Miller is well down the striker pecking order at The Hawthorns, and Hodgson could step up his bid to land Reading striker Shane Long as soon as Miller is off the club's payroll.
