Chris Coleman believes Ryan Shawcross is a player who could strengthen Wales, but will consult Aaron Ramsey before deciding whether to contact the Stoke defender.
Shawcross was born in Chester and has previously been named in England squads, but he has yet to make his senior international debut.
Having been raised in Wales, he is available to play for Coleman's side and the manager is considering whether to get in touch.
However, he is aware that such a call-up would be particularly sensitive because of his history with Wales captain Ramsey.
Ramsey suffered a sickening leg injury following a challenge by Shawcross in a Premier League match between Stoke and Arsenal in February 2010, and Coleman would need to know how the Gunners midfielder felt before taking his interest further.
"Ryan is a good player who could strengthen us," Coleman is quoted as saying in The Sun.
"I will have a conversation with Aaron because he's somebody I respect a great deal, he's our captain and an important player. I won't shy away from it because there are issues."
Shawcross has previously insisted that he is committed to trying to break into the England team after turning down an approach from former Wales boss Gary Speed.
Coleman added: "My job is to try and improve Wales.
"We don't have a huge pool, we have to make the best of what we have. We could look at Ryan."
