The Galatasaray playmaker was replaced in the first half of the Group D victory and coach Louis van Gaal is not expecting him to be on the plane to Bucharest.
"We will have to wait and see but if you are substituted after half an hour, I don't think you've got a big chance of playing," the veteran tactician told reporters.
With or without Sneijder, Holland are cruising their group after winning all five of their games so far and are five points clear of the second and third-placed sides; Hungary and Romania.
A win on Tuesday would virtually see them through to next summer's tournament in Brazil and Van Gaal is happy with how his charges are performing.
"We tried a passing game in the first half, although some of our play was not good and our midfielders did not pass well enough or did not pass at all," he said.
"We set that straight at half-time and then you are lucky as coach when you open the scoring so early in the second half. From that moment on it became easier for us as they could not defend so tightly anymore."
