Fletcher hung up his boots at the age of 32 to focus solely on management last May after signing a new deal at Home Park.
The 33-year-old left his role at Plymouth in January and he is now weighing up a move to resume his playing career.
Fletcher made over 371 appearances and counts Bournemouth, West Ham, Watford, Crystal Palace, Nottingham Forest and Plymouth among his clubs.
The former Wales international is now weighing up his options about coming out of retirement and returning to play for a new club next season.
"I am keeping all my options open and would seriously consider coming out of retirement to return to playing," Fletcher said.
"I am fitter than I have ever been and having been a manager I have seen things from the other side of the coin now and I feel I have lot more to offer now.
"There is nothing like playing and I have missed it since I retired last summer."
