The online bookmaker reported a flurry of stakes amid media reports that the Gunners had activated a £24million release clause in the Belgium international's contract.
Manchester United were considered Fellaini's most likely suitors after David Moyes took over but moving to the Emirates is now considered most likely after Arsenal were backed in from 16/1 to 6/4.
Sky Bet Football Trader Chris Spicer said: "Arsenal have been backed to sign various different players over the summer as Arsene Wenger looks to make use of a healthy transfer kitty.
"But it was somewhat of a surprise to see such significant stakes on them to sign Fellaini.
"The towering midfielder does not seem to fit in with their footballing ethos but our punters certainly seem convinced a deal could happen."
Everton chairman Bill Kenwright says he is optimistic about keeping hold of star man Fellaini.
Kenwright said in the Times: "I have to say he has given me every indication he doesn't want to go."
Meanwhile there is speculation that Leighton Baines, whose contract has two years to run, could link up with former Toffees boss David Moyes at Manchester United.
But asked whether the England full-back will be offered a new deal, Kenwright said: "Absolutely right. That's started; started in that he knows we want him to stay."
