The 31-year-old joined the Bulgarian outfit last summer after a brief spell at Bristol City, but has since returned to England to link up with Lee Clark following a number of issues.
Howard went three months without being paid by the Eastern European side despite making a handful of appearances.
The former Barnsley man has featured twice since joining the Blues and admits that he is glad to be back on familiar territory.
"There were a lot of broken promises at CSKA and not getting paid was tough. It was an interesting experience," he told the Sun.
"They told me they would pay up last week but it has still not happened and I might have to take legal action.
"I had to get out. It was a tough time but I stayed strong and I'm really pleased to be at Birmingham and back in the Championship.
"I had hoped I could have won something there and qualified for Europe - it's a lot harder to get that chance of silverware in England."
Howard was one of a number of new arrivals at St Andrew's during the January transfer window and he was full of praise for the business that Clark has done with a limited budget.
"The gaffer has shown just how great a wheeler and dealer he is," he said.
"It's a great dressing room to be part of and even though we have a lot of new players, there is a real camaraderie here.
"The aim for all of us is to try and get the club as high up in the league as we can. There have been a few troubles here off the pitch too and we have to be realistic.
"We got a point last weekend against a great side like Derby, who are flying, and we're going to Charlton full of confidence."
