The Belgium international is enjoying his third season-long loan spell with Atletico and, with Petr Cech still first-choice at Stamford Bridge, Courtois' future remains unclear.
Courtois is yet to make his competitive debut for Chelsea, three years after joining in a £7million deal from Genk.
And with the Blues reportedly looking to offer the 21-year-old a contract extension, Cerezo says Atletico will not try and prise the player away from Chelsea.
He told Spanish newspaper El Mundo Deportivo: "Courtois is Chelsea's property and that has been made clear.
"Initially he was loaned out to us for a year but now we've had him for three seasons.
"Thibaut is very pleased to be at the Vicente Calderon right now although he is prepared to fight for his place with Petr Cech at Stamford Bridge.
"His future does not depend on us, so we have a big challenge over the summer to strengthen our squad.
"Our sporting director (Jose Luis Perez Caminero) has told me that we should not fear the big clubs that are interested in our footballers. That is a welcome relief because this team is still developing."
