Adebayor impressed on loan at White Hart Lane last season but has failed to establish himself since joining on a permanent deal from Manchester City in the summer.
Villas-Boas has preferred to go with in-form Jermain Defoe up front, while injuries have frustrated Adebayor's start to the season.
However, the manager insists the Togo striker still has a role to play, despite reports linking him with a move away from North London, with several Spanish sides believed to be interested.
"Certainly there is no interest in selling or loaning Adebayor," said Villas-Boas.
"We brought him in this season, unfortunately for him it hasn't been working out in terms of injuries.
"We have full belief in Adebayor, he is one of the greatest strikers in the world. Sooner or later he is going to be back in the squad."
Villas-Boas is expected to hand Adebayor his first start of the season in the UEFA Europa League against Maribor on Thursday night.
The manager added of the clash: "Even though a defeat against Maribor doesn't mathematically disqualify us, it is a game we have to win. We are in this competition to win it."
