The left-sided midfielder currently plays in the Northern Irish first division and has been at Portadown throughout his career, but now could be set for a move to the elite.
"He would be a big loss for the team, but, at the same time, it is a wonderful opportunity for the lad." said Portadown boss Ronnie McFall. "We think he can make it, and wish him well."
The Rams are also considering making a move for 21-year-old Manchester United left back Danny Higginbotham.
Higginbotham had an extended loan spell in Belgium with Royal Antwerp, and also featured for United towards the end of the 1999/2000 season, however he has had limited opportunities behind Phil Neville and Denis Irwin.
All Derby would confirm was that they have put in an offer for an un-named player, as well as highly-rated Norway star Bjorn Otto Bragstad, and that an announcement could be made soon.
