The squad includes ten First Division players, including Norwich City's Iwan Roberts and Barnsley's Darren Barnard, who has only recently recovered from a knee injury.
Fulham have three players included in the squad, including long-term injury victim Chris Coleman, who is recovering from serious leg injuries that he sustained in a car crash last month.
Hughes has also named a nine-man stand-by list, which includes three Cardiff City players, Rhys Weston, Robert Earnshaw and Andrew Legg.
The get-together gives the Welsh squad the chance to gel ahead of their two World Cup games, in which they will be looking to secure their first win of their qualifying campaign.
Having secured impressive draws against both Norway and Poland already in their group, Hughes will be confident that his squad can earn their first three-point haul when they travel to bottom nation Armenia on March 24, before returning home to face Ukraine at the Millennium Stadium four days later.
