Arsenal`s Ashley Cole has been widely tipped to be named at left back, but Powell - who was a shock inclusion in the squad on Friday - will been given his international debut at the age of 31.
The team sees five Manchester United players included in all, but Leeds` Rio Ferdinand has been given the chance to partner Sol Campbell ahead of Wes Brown.
Phil Neville has suprisingly been given the nod ahead of his brother Gary at right full back and Aston Villa`s David James has been preffered to Nigel Martyn and David Seaman in goal.
Michael Owen and Andy Cole have been handed the forward roles, whilst Nick Barmby has been given the problematic left hand side role.
ENGLAND team as follows:
David James, Phil Neville, Chris Powell, Sol Campbell, Rio Ferdinand, David Beckham (captain), Nicky Butt, Paul Scholes, Nick Barmby, Andy Cole, Michael Owen.
