The Northern Ireland international only needs to pass a medical in order to complete a dream move, after seeing proposed switches to Leicester City and Everton fall through.
Although the 23-year-old wanted regular first-team football, the prospect of playing for Sir Alex Ferguson's side has proved too strong to resist.
"A £2.5 million fee has been fixed up between Manchester United and Wigan," agent Francis Martin told The Manchester Evening News.
"The two clubs have reached a gentleman's agreement. I expect everything to be finalised when United return from the Far East.
"All I am really waiting for is a call from United chief executive Peter Kenyon to say the personal terms of the contract are fine, and for the date of the medical.
"Roy, for the time being, will continue to train with Wigan and I do not expect any complications.
"Everything seems to have been sorted out by both clubs."
