The 25-year-old flanker has missed his club side's last two games due to a hamstring injury he picked up against Burnley a week ago and will not recover in time to play in the home leg, though he may come into contention for the second game in Iran.
With fellow winger Damien Duff also injured, Mick McCarthy's options are now limited for the game, especially as another potential flanker Steven Reid missed Millwall's game on Saturday with a hamstring injury.
The biggest talking point for the Irish remains the condition of captain Roy Keane who needs to overcome a knee injury to be fit for the first leg, though McCarthy is hopeful that the Manchester United man will come through.
"As with the Roy Keane situation and his ongoing knee problem, we will just have to be patient and wait and see when the squad assembles on Tuesday," said McCarthy. "Time is on our side."
