The highly-rated young keeper has already been at Old Trafford for a trial, but is now set to spend a longer period in Manchester.
Fry, a former United trainee, confirmed the 17-year-old will actually be loaned out to Sir Alex Ferguson's side.
"It's a marvellous opportunity for Luke, who signs for Manchester United for a month on Monday," he told Peterborough's official website.
"I am sure he will enjoy every minute of his stay up there and make the most of it.
"They obviously think a lot of him or they wouldn't want him back again, and I have no doubt Luke will take everything in his stride.
"Luke's feet have stayed firmly on the floor, and he hasn't allowed himself to be carried away by Manchester United's interest.
"I won't be surprised if we get a bid for him, if things go well in the next month.
"But, if United do come in, it would take a substantial amount of money for me to put it to our board and if, as I expect, he plays for England, the price will be going up all the time."
Steele, who has also been targeted by Arsenal, has still to make a first team appearance for Posh.
"I knew that Manchester United wanted to take me on loan and all I had to decide was whether I wanted to accept the inivitation," he stated.
"I'm happy to go up there and get some more experience under my belt.
"I hope to play a few games for their youth side and I can't wait."
Manchester United confirmed to planetfootball that a month's loan deal had been signed for the youngster.
United's youngsters were sent spinning out of the FA Youth Cup last week by Barnsley, and The Red Devils have confirmed to planetfootball.com that Steele has joined on loan.
