However, the Scot feels he can either promote from within or use Paul Scholes and Ryan Giggs in different positions, to cover the obvious gaps in his squad.
"We'd like to have added maybe one or two more players during the summer," he told United's official website.
"We tried very hard to get the boy from Rennes, Escude, and we tried hard to get the boy Burdisso from Boca Juniors but they weren't to be.
"We may revisit those in time. But that clearly stated how much we wanted to add to the squad.
"In the striker department, we did make a move for somebody else but it didn't materialise. As long as I can keep Scholes and Giggs fit, I've got alternatives to playing strikers up there in different types of games.
"The money isn't there in football at the moment, and academies may be the only avenue that some clubs have got left.
"Once you close doors for bringing players in during the season, the only course is to look at your own set-up.
"At the moment we've got Luke Chadwick, John O'Shea and Michael Stewart all doing very, very well.
"Danny Pugh has also done very well. He's getting to that level now where Luke Chadwick was maybe a couple of years back. He's only 19 and he's got a good understanding of the game.
"Paul Tierney is a decent young left full back, he's now in with Ireland's Under-21s.
"Lee Roche has been in our squad and we've got one or two other good young players just waiting there."
