Arsenal, Chelsea and Liverpool are all thought to be pondering over a summer swoop, whilst Barcelona are the leading chasers on the continent.
A bid in the region of £17 million could tempt City into a sale and Xavi has encouraged his club to make an approach for the pacey 23-year-old.
''Shaun is a very quick winger and a great player,'' said Xavi.
''He would be a great success in our team.''
Speculation has suggested the player is already learning Spanish and that he has not ruled out joining the English exodus of Michael Owen, Jonathan Woodgate and David Beckham in Spain.
