The England Under-21 shot-stopper has been released by The Blues and is now looking for another club.
Evans is back in training following a back injury sustained against Serbia & Montenegro, and is in talks with Wignall.
The Shrimpers boss says that he has been in contact with Evans for a few weeks and is hopefull of luring him to Roots Hall.
"I have been speaking to Rhys for a couple of weeks now," Wignall told the club's website.
"I spoke to him just after he was released and he was very down, but he didn't dismiss the fact that he might come to Southend United at all.
"He's been number two at a higher league club but he feels he needs to be a number one keeper and I'd agree with that.
"There will be a lot of people watching him in the next game but you never know and I feel that if you don't ask you don't get."
The 21-year-old has spent time on loan at Bristol Rovers, QPR and Leyton Orient, but now wants to settle and have the chance to become a regular first-choice keeper.
