Evan was devastated to learn that he was not handed a new deal at Chelsea, and has vowed to prove manager Claudio Ranieri wrong.
Inevitably there has been a good deal of interest in the youngster, with Southend launching an audacious early bid, but The Shrimpers now face competition from Swindon.
"I spoke to Rhys before England's Under-21 international against Slovakia with regards joining this club," Swindon chief executive Mark Devlin told the club's official website.
"The problems we may have are that we know his wages at Chelsea were far higher than we could hope to pay him here, and that he is after first team football.
"Not only that but in terms of where we'd like the squad to be, a goalkeeper isn't out greatest priority.
"We'll continue to talk and see what happens - we understand that he has more than one club interested."
