Morris is a free agent after leaving Stamford Bridge at the end of last season.
The former England Under-21 star has been linked with a move to Blackburn already during the close season, but nothing concrete materialised.
Now Harry Redknapp appears set to make a move for Morris as he looks to bolster his promotion winning squad.
"I've got to put a team together capable of surviving in the Premiership on around £5 million, including wages." Redknapp confessed.
"Jody Morris, who has just been released by Chelsea, is a terrific player who could do a job for anyone."
Pompey will turn to the 24-year-old, after losing out in the chase for Ispwich midfielder Matt Holland who looks set to complete a switch to Charlton.
Holland's proposed move to Fratton Park broke down over personal terms after Harry Redknapp had agreed a fee of around £750,000 for the Republic of Ireland international.
