The former Chelsea midfielder had held talks with Bluebirds owner Sam Hammam about a move to the ambitious Welsh club but the 24-year-old has decided to try his luck elsewhere.
It is believed that the player may be in talks with a Premiership club, with newcomers Portsmouth being mooted as the side most interested in his services.
Fellow Premiership sides Blackburn Rovers and Tottenham Hotspur were also linked with the midfielder, who may be keen to play next season in the top-flight after telling Cardiff City boss Lennie Lawrence of his decision not join them.
The news has caught Lawrence by surprise, having thought Morris would join new signings John Robinson and Tony Vidmar at Ninian Park.
"It has come as a complete shock, totally out of the blue," Lawrence told the club's official website.
