The 17-year-old midfielder has made the breakthrough to Villarreal first-team this term, already having made four appearances, but is still to sign professional terms with the club.
Arzo is reported to have come to Chelsea's attention playing for Spain in the European Under-17 Championships in Portugal two seasons ago.
The Blues once again watched him at last year's Under-17 World Championships in Finland where Arzo starred with Arsenal's Cesc as the Spaniards finished runners-up.
Reports in Spain suggest that Chelsea sent an intermediary to talk with the teenager three weeks ago, and the player himself has admitted he is aware of the Londoners' interest.
"I would not discount going to Chelsea, because you never know what can happen, but, at this time, I see my professional career here at Villarreal who will be a great team, and who have European aspirations," Arzo declared to Marca.
"You can never be sure what is the best for someone, but for me, right now, it's a priviledge to be at Villarreal.
"I am very happy here because the fans like me a lot.
"Leaving, as things are now, could be an error. For that reason I think it is best that I stay.
"I going to decide to stay here because I think it's the best for me as long as things don't change too much."
