The Romanian suffered a disappointing end to his first season at Stamford Bridge after starting with a flurry of goals.
Mutu spent a lot of time on the bench falling behind the likes of Eidur Gudjohnsen, Jimmy Floyd Hasselbaink and Hernan Crespo in the Blues' pecking order.
Atletico admit they are keen to lure the former Parma ace to Spain, but have conceded it will be a complicated move due to the size of the transfer fee Chelsea paid for him.
The West Londoners shelled out £15.8 million for the 25-year-old and Atletico would not be able to afford anywhere near that figure if they decide to pursue a deal.
"We know that the move will be very difficult because Chelsea paid a lot of money for Mutu and they want to recover a great deal of that," stated Atletico director of sport Toni Munoz.
