Forssell was a hit at St Andrews on his loan spell from Chelsea, but a serious injury curtailed his season early on.
Bruce now wants to sign Forssell permanently at the end of the season, if a deal can be agreed with Chelsea.
Blues boss Bruce is planning a double swoop on Chelsea and has also targeted midfielder man Parker.
The 24-year-old has made just eight starts for Chelsea this season and a foot injury hurt his chances of impressing Jose Mourinho.
The Stamford Bridge boss only sees Parker as part of his second-string, and the former Charlton man may opt to move on in search of regular football.
Bruce is ready to table a £6 million bid for Parker in a bid to lure him to the Second City, with the promise of regular first team action.
Two of Sheffield United's promising players have also caught Bruce's eye, with Montgomery and Jagielka coming into the spotlight.
Neil Warnock's side have impressed in recent seasons with superb cup runs that have included numerous Premiership scalps.
The versatile Jagielka can operate in defence or midfield and he has previous been eyed by the likes of Aston Villa and Tottenham.
Bruce could now make a summer move for Jagielka, with all-action midfield Montgomery also in his sights.
The Blades want to keep hold of their best players but should they again fail to gain promotion to The Premiership it will be harder to convince their stars to stay at Bramall Lane.
