The Blues recorded a stirring 4-2 triumph over Bayern at Stamford Bridge in the first leg of their quarter final clash on Wednesday evening.
But the result could have been even more emphatic had Bayern not scored a last minute penalty which was earned, and converted, by Ballack.
The gifted midfielder flung himself to the ground under a minimal challenge from Ricardo Carvalho, with the penalty decision incensing Chelsea.
Blues captain Terry was fuming with Ballack and he has claimed the Germany international spent the bulk of the game diving.
"There's taking the mickey and then there's doing what Ballack did," seethed Terry.
"I've seen the incident a number of times on TV and it definitely wasn't a penalty.
"Ballack was diving all night and he wasn't the only one.
"The referee should have been on to Ballack but he wasn't listening and that goal took the shine off our great night."
Terry's Chelsea team-mate Eidur Gudjohnsen was equally upset that Bayern had been awarded the disputed spot-kick.
Gudjohnsen commented: "It was a dive. The authorities point their fingers at people who trick referees and say they want it out of the game."
But Bayern ace Ballack is adamant he was hauled back by Carvalho and was grateful to accept the chance to keep the German giants in the tie.
"I wanted to reach the ball but was pulled back," said Ballack. "I believe you can whistle for that.
"That goal was the chance for us to get back into this tie."
